I only see bots moving around the player. I do so spots around the map in other places away from the player, but they are stationary, while I can see (with The Fat Controller, for example) that there are bots flying in other parts of the map.
it's only done where either the player is or a radar is placed. This is a limitation of the game and not the mod.
