I dont think it requires them to be 64x64, but it would definately be good if they were. Unfortunately, I'm terrible at graphics design, so my choices are to either have really bad 64px textures or fairly good 32px ones...
I think I might know where you got that from, it seems that Factorio now requires specific resolutions for certain things, but it can still be overridden so lower resolutions can be used
