It depends. It mostly depends on when which mod adds their item/research definitions. Some add them in the data stage, some in the data-updates and some in the data-final-fixes stage.
In order for this mod to affect all other mods, it would have to do its changes in the data-final-fixes stage and (unless I'm mistaken) be alphabetically after all mods to affect that add items/research in the data-final-fixes stage. This mod currently does all its work in the first phase - this on the other hand reduces the risk of crashing the game accidentally on a mod conflict.
So, before I try to do something about this, could you please list the mods you are currently using, so that I can make sure this mod will be compatible with them? :)
