Even with smoke turned off in the graphics menu, the entities still exist, just invisible. Press F5 near your steam engines or steam turbines with 'Show Smoke' disabled. You'll see lots of red circles which show the active, invisible smoke entities. Their creation and movement both take CPU time and therefore lower UPS.
