Forces some waiting to recharge bots to look for new recharge locations when building additional roboports.

the second image has the exact roboports i placed, and the bottom one is the one that caused the error. there was also a lot of bot traffic in the area since i was setting up logistics requests, so that may be part of the problem.
after doing a bit of testing it appears to be from placing roboports in areas where lots of robots start to recharge
