This issue is related to a 2.1.20 change wich replaced fuel_category with fuel_categories (https://forums.factorio.com/viewtopic.php?t=136265).

I probably will get around to fixing this later today, in the meantime you would need to downgrade to 2.1.19.

I see that the the base issue is that Angels and Mods have not updated their mods or the 2.1.20 fuel change.
I will make a workaround for that for Sea Block.

Should be fixed now, Angels and Mods were already updated for 2.1.20.
