1: There is some elements in RTS that make a the RTS a RTS. Maybe think about them in separate form could help:
1.1: There is a 3 "layers" in a RTS map: black, where the map not be explored or created; dark when there is not entities there and not information about the enemies; and normal, that are circles around entities.
Maybe there is a form to create this effect racking the day/night illumination effect and/or black decal with and/or without transparency.
If it's make, limitations about build only in normal area could turn the game more interesting
