When using a mod such as AAI Industries or others where the Offshore Pump takes power to run, the HP Offshore Pump is not taking power. Overall, since it takes a compressor, which does take power, then I'd say the HP Offshore Pump should take power regardless, but at the very least it should take power when the vanilla Offshore Pump takes power.

Or, excepting that, perhaps a config option to disable the HP Offshore Pump? It is kind of sitting oddly out of other things since there is no HP Oil Pump or HP other fluids from other mods pumps either, so it would be easiest to remove it at least via a configuration option or so.
