Allows water to be preheated via a preheater instead of turning to steam.
When deconstructing you don't get a pre-hater back... you get a boiler.
I changed the recipe to be boiler + 4 pipes, instead of stone furnace + 4 pipes as a workaround. I have no idea how to do it properly.
