I think this mod compares to idea of your tweaker agregator mod:
CleanestConcrete (Removes leftover bushes, flora, and other decorations when placing down concrete, hazard concrete, or stone bricks.)
UPD.: also maybe add mod UnminableLogisticBots (Disables ability to right-click flying logistic and construction robots. Works with most modded robots. Config options to disable.)
