I use the same blueprint since a long time now to set up my miner (6 miners around a power pole, with belt at the center). I make a complete playthrought with this blueprint set up in outpost planner but on my new one, it refuses to read it. Surprise, I came back to the save of my old world and same thing. The exact same blueprint that use to work don't work anymore. The blueprint is this one (but with 3 efficiency module 1 in miners) :
