I set the Outpost Planner to "smart pole placement" and "small electric poles", but it emits the message "giving up on connecting poles. X entities remain unpowered" after placing only one row of poles.
Presumably this is because small poles don't have enough reach to connect across a row of miners (7 tiles). Compensating for this is pretty easy, though - it just needs one small pole slipped into each row of miners, or even at the end.
