Not sure, but i manually updated the info.json file to work with 0.18.x and it seems to be working without any issue :)

First open PannerCore.zip and then the info.json file inside
Then you edit line 7 to match "factorio_version": "0.18",
Then open up OutpostPlanner.zip and then the info.json file inside
Then you edit line 7 to match "factorio_version": "0.18",
