There is only one value in the mod settings: Unknow key: "mod-setting-name.hydro-power-large-power-output-value" value 8 by default What does this setting do?
This was part of the old mod. It decided the power production in MW for the Large Hydro-Powerplant
I guess this modder has chosen to not use the mod settings.
