Your server is running on 0.13.8. Anyone like me using Factorio on Steam gets updated automatically so I can't connect.
Well I put it on a side update in order to not get updated every patch. Since it took 6 h to get the mod up from 0.12.26, we decided to hold for a while at 13.8. Dunno if you still can side track to 13.8 through steam or not.
If you pull down the latest version now, and have 0.13.15 then it should work.
