Like how the check box is there to allow satellites to stack, you should extend that to include all rocket payloads(for mods like: orbital ion cannon or extended rocket payloads which add additional stuff). Just rename the setting to: stack rocket payloads? Things that have a normal stack size of one should also be left out from being modified, they're usually non-stackable for a reason.
