Is it mandatory to also install steininios unlasting oil mod?

I added it as mandatory because of funky behavior when placing pumpjack I will do it that if you have unlasting oil installed it will work with pumpjack's and will be disabled otherwise

I released what I believe is final version unlasting oil is added as optional dependency when it's installed oil pumps show estimited time.
