Is reach distance for building not a factor in placement? Is the only factor whether you have the items in your inventory?

If you have items, it build it, if don't, then place a ghost, i started it to build something like trains, with trains you don't have reach if you can build the beginning.

But in a next version
- if you want to build with yours items AND have items, then build.
- if you want to build with yours items but DON'T have items, then don't build anything.
- if you want to build with robots, then only ghost is placed.
