There is none. It's currently not possible to implement it like this. You can change these settings in Options > Mods > Startup > Config+

And can I change the settings already in the game I started? For example, Better Belts mod to 82 entity to 19282 entity?

yes, when you are in the Factorio main screen and go into the options and change them, they will be applied to all current and future saves
