What do you mean by that? Is it not working when you place new concrete?
I am able to place all three tile types and see fully removed decorations. Let me know if something isn't working right for you. Reminder that this mod doesn't remove decoration from already places tiles. Factorio only checks for the ground decoration removal percentage when placing NEW tiles. There are no checks or updates for pre-existing tiles.
