RTS-like scenario for Factorio. Player character is removed, all work must be done by bots. Minimal 0.18 port of Brave New World by candidae, ported by Sladki, published by Omnifarious.
A new game does not start with an error if the Module Inserter mod is connected. But, if you create a new game without this mod, and then connect it and load the save, then the game works fine.
I'll have to test this out, but... does Module Inserter have a planner like entity it puts in your inventory? Sort of like an upgrade planner, deconstruction planner, or blueprint?
If so, it's attempt to insert the thing at the beginning of the game may be the problem. In which case, it's the Module Inserter mod that needs fixing.
