Mod name in the mod manager is Research Unlocked in Map Mode, only found it because it shares the word mode.

Should be fixed now, however another user pointed out that there is a setting that already accomplishes what this mod attempts to do, so this mod is apparently pointless.
It's under SETTINGS -> INTERFACE -> "Show all items in selection lists"
