The Bob's electrolyser MK1 has no crafting recipie but it is used in the Methanol reactor and Olefin Plant, as well as all of the higher tier electrolysers.

To reenable Bob's Electrolyser MK1 you can use console command :
/c game.player.force.technologies['electrolysis-1'].researched=true

I could not produce Acetic Acid because I do not have Electrolyser mk 1 in the technology tree ?! I can not study. More precisely, there are but Angel's Petro brands and not Bob's.
