I've just investigated this technology, and I have it in the menu, however the chemical plants don't allow me to choose this recipe

In fact, the menu shows this recipe in red, meaning you cannot handcraft it, however, when I place the mouse over it, the description doesn't say where must be crafted, it says "crafted in:", but there's nothing in there
