Air Traffic Control tower improves greatly visibility on the mini map, just like the radar but with much larger distance of view, also the ATC tower scans the map 2x faster then the normal radar.

Its a good mod, but I think that it can be improved upon, if you add a technology before you can build it. At least concrete its requiered for it, and you probably can put it as a requisite and after that you can research the building.
Just a niptick, but if you start a new game you probably should not have the hability to build it yet. :)
