Rework how the modules are produce. A blank module is created first and can then be programmed to do usual module stuff. There is three consequences: you only need to provide blank module, since the programmation is a really quick recipe that can be made by any assembler or character; you can interchange any module, reversing them to their blank state and then back to a new program; and finally, the tiers 3 will be available later, since the blank tiers 3 need ressources from gleba, fulgora...
