The evolution factor is set by the share of researched technologies vs. all technologies. Example: If there are 1000 research topics (techs) and you have researched 250 of them, then the evolution factor is 25%. (Military techs as well as mostly irrelevant techs excluded from calculation)

Everytime a new techology is researched the evolution factor is recalculated. Generally spoken: The share of already researched technologies of all technologies in total is the new evolution factor of the enemy. To be more precise: All techs with military science packs are ignored by the mod, thus you can research military stuff without any influence on the enemy. Also the calculated share is multiplied by 2 in the end, to respect the fact that many people do not need/research half of the technologies but still "want" to reach 1.0 evolution factor some time. Thus the evolution factor reaches 1.0 as soon as you have researched half of all non-military technologies. Mod is heavily inspired by https://mods.factorio.com/mod/EvolutionThroughResearch and even some code copied from there. During map creation you should set all evolution factor parameters to zero so that the evolution factor is only driven by this mod. (If you forget it is not that problematic since everytime you research something the evolution factor will be overwritten.)
