Adds an upgrade planner that can be used to upgrade tiles.
Providing the player with new tools or adjusting the game interface, without fundamentally changing gameplay.
The title says it all. If you use the Tile Upgrade Planner multiple times at one place it will place a ghost each time.
Finally got around to fixing this. It instead tries to upgrade the ghosts if it's set in the filter, similar to a normal upgrade planner.
