When I tried to reproduce the error you described above to find and fix the problem, I didn't manage to find said problem/house waterfilling not working, so, if what you said about waterfilling still not being enabled was specifically referring to the mod not re-enabling house waterfilling, I could not find that issue in my own testing, but, if you meant that this mod doesn't re-enable waterfill from these mods working at all, well, this mod doesn't help with that, that is not what this mod does.
