Currently, the mod works fine as is, but including those properties is useful for mods which modify those values for all lamps (such as https://mods.factorio.com/mod/ConfigLampTimes).
The change is very straightforward. Would've loved to just send you a pull request for the change, but I don't see a github or other version control to make the request against.
