You forgot to set Plasma Core and Fusion Reactor enabled status to false (in recipes.lua), meaning that they can be seen in the crafting menu from the start of the game.
They also seem to be ordered backwards to me, shouldn't Fusion Reactor come Before Plasma Core? In the file, they're both listed as Z order, so it might be ordering them randomly.
