Helium-3 liquefaction is rather weird.
A much more realistic way to enable the carbon-based technologies would be to launch a rocket with an asteroid redirection probe. The (carbonaceous chondrite) asteroid would then crash into the moon (well away from the base...) and create a field of coal and stone. A variant is to get a random type of asteroid, so there could be ice, iron and maybe new stuff like nickel.
