Need quarry mod. Hijacks the worldgen to spawn only water and a small island at coordinates (0, 0). Code taken from a reddit post and uploaded.
What quarry mod? Searching for "quarry mod" only turns up this mod and an alien artifact mod.

Just a note, the mod starts with some basic power generation items, mk1 and mk3 quarries. So you don't need any resources on the island, you can quarry even oil.
Any required mods should be linked in the description.
That said, the description of this mod is horrible.
