Even reverting to an older version doesn't seem to make the recipe show up, which tells me that something in this mod doesn't play nicely in 0.15.13.
This mod is effectively unusable for the time being.
Im having the same problem. The only solution Ive found is to use this mod with Nexela's Picker Extended mod. It has a hot key that cycles through all of your planners.
Nexela may have broke it with picker by forgetting the hide other planners option :P
In the meantime cycling through planners with Picker Extended (ctrl-q on empty ground) should bring up the upgrade planner.
