Problematic compatibility with "Beacon Rebalance" mod. When you press the "Clear and Reset this Sandbox" button, new buildings are overloaded from deleted beacons.
That is surely an issue with the Beacon Rebalance mod, not this mod. They are likely missing listeners for surface-cleared and/or surface-deleted events.
