You must have too much tiles, caused by too much mod, then some Mobile Factory tiles are not loaded

Yes, it seems like a big load of mods. The mod does not work with Ballast's Bolognese Modpask modpack.
My question is: is it possible to remake this zone created by itself through these tiles of which it consists?

The version 0.0.83 recreated the Constructible area
If you want to recreate it another time, rename the file Mobile_Factory/migrations/0.0.82to0.0.83.lua to 0.0.82to0.0.83a.lua or something like that
Migration files are loaded each time they have a new name
